Carpet Tackless Strips
- (Tackless Strip) Wood or metal strips fastened to the floor near the walls of a room containing either two or three rows of pins angled toward the walls on which the carpet backing is stretched and secured in a stretch-in installation.
- A floor or stair covering made from thick woven fabric, typically shaped to fit a particular room
- A large rug, typically an oriental one
- A thick or soft expanse or layer of something
- cover completely, as if with a carpet; "flowers carpeted the meadows"
- form a carpet-like cover (over)
- rug: floor covering consisting of a piece of thick heavy fabric (usually with nap or pile)

This is showing that even away from the wettest area (the corner) there is water coming up through the concrete and along the wooden tackless strips. They also look a little moldy, presumably from repeatedly getting wet over a period of time.
You can see what look like wet "spots" on the floor here. Since most of the floor is wet at this point, what those concentrated wet spots are isn't all that clear in this photo. Future photos illustrate what they are very clearly though.

This is just another shot of the variation in color along the tackless strips. At this point, it's wet the entire length of the wall, so the different color is indication mold growth and more saturated areas.
